On March 21, 2025, the Haverstraw Police Department, in cooperation with the New York State Police, carried out a joint operation at Solace Springs Spa, located at 242 N. Route 9W Unit F in Haverstraw, New York, after receiving allegations of prostitution at the establishment. The investigation led to the arrest of Zongying Zhang, 45, from Queens, New York. Zhang faces charges of Prostitution (a Class B Misdemeanor) and Unauthorized Practice of a Profession (a Class E Felony). It is claimed that Zhang solicited an undercover investigator for sexual services in exchange for payment and provided a massage without the required professional license under New York State law. As a result, the Village of Haverstraw Building Department revoked the spa’s Certificate of Occupancy, effectively closing the business. Zhang was released on an appearance ticket and is set to appear in the Village of Haverstraw Justice Court.
It is important to note that a criminal complaint is an accusation, and the defendant is presumed innocent until proven guilty.
